Migita Sotetsu returns to his hometown of Ohitoyo upon hearing news that an industrial facility might be erected along a prominent local river, aiming to sway the opinions of the project's leaders. While some citizens support the mill for its potential economic boost, others are concerned about the risk of polluting their cherished waterway. Sotetsu, observing the town's financial decline over the last few decades, argues that Ohitoyo needs a path to fiscal independence rather than reliance on a factory, and he seeks an alternative solution to make this a reality. While sifting through his late adoptive father's possessions, Sotetsu encounters an android-like being called Hachiroku, a "Raillord." Despite her inanimate nature, Hachiroku and Sotetsu develop a deep and surprising bond, joining forces to bring Ohitoyo back to its former glory.
