Set several years after the original game, the player explores a Stilwater that is both familiar and strangely different, with the goal of re-establishing the Saints as the true rulers of the city and seeking revenge against those who betrayed them. Limitless Customization allows for fully playable characters that can be male, female, or anything in between, alongside vehicles that can be visually modified and tuned for performance; cribs and gangs also feature a vast range of detailed customization options. The Multiplayer component includes a seamless co-op full story campaign where actions like driving and shooting can be shared, as well as competitive modes within a living Stilwater environment populated by police, civilians, and rival gangs. Killer Combat and Awesome Vehicles feature planes, helicopters, motorcycles, boats, and cars that can be piloted and used as weapons, while ground combat introduces new options such as melee attacks, fine aim, and human shields. Freedom to Explore is expanded with more missions, activities, diversions, races, weapons, vehicles, cribs, city districts, and interiors than previous entries, offering over 40 story missions and bonus tasks in a Stilwater that has grown by over 50%.
